<p>Answer from David Schwarz of PBC HCD: “In answer to your voice mail this morning: The Airport areas specs are sufficient for the Airports Dept review and Building department acceptance. We ONLY need to provide sound attenuation to fenestrations where components are to be replaced. Typically doors and windows.”</p>
<p>The scope is NOT changed to include plans for the airport’s approval.</p>

<p>1. Should our price proposal include the cost of advertising for bid in the local paper? No. If the construction bid meets the PBC procurement rules to advertise, NRI will place the advertisement. 2. Can you please provide a sample Building Inspection Report? See page 14, section C.2 for the minimum contents. The selected bidder may create a checklist or other report format to keep things simple. 3. <p>It takes some legwork for applicants to get the house keys.</p>
<p>They must meet credit requirements that are determined on a case-by-case basis, said Christina Hewitt, housing manager for Neighborhood Renaissance, a nonprofit organization based in West Palm Beach that&#8217;s responsible for matching buyers to homes in Wellington.</p>

			<content:encoded><![CDATA[<p>West Palm Beach, Florida &#8211; January 4, 2010. Neighborhood Renaissance, Inc. was the proud recipient of $50,000 from the Community Foundation for Palm Beach and Martin Counties, which was awarded to stem the tide of low-income tenant displacement and to help prevent homelessness. The grant was made possible through an endowment by the John S. and James L. Knight Foundation. We were one of eight nonprofit organizations to receive funds in this highly competitive funding round. All the programs funded are working to increase access to food assistance or to provide immediate shelter for either the homeless or those who could potentially become homeless.</p>
<p>The grant will be leveraged with additional capital funding from Palm Beach County’s Neighborhood Stabilization Program for multiple efforts we are undertaking to reclaim foreclosed properties as affordable rental and lease-to-purchase homes.  Our first initiative is to acquire and renovate bank-owned properties located in unincorporated West Palm Beach. We are also assisting the Village of Wellington to purchase and rehab bank-owned properties in Wellington’s transitional neighborhoods for lease-to-purchase by low-income families.  Secondly, efforts are underway to increase our capacity to preserve existing rental housing that is at risk of being lost due to disinvestment, market pressure, or expiring affordable housing restrictions. Many of these homes were originally built with public funding. It is our intention to acquire and upgrade these homes and maintain their affordability for future generations.</p>
<p>Founded in 1992, Neighborhood Renaissance is a comprehensive nonprofit community development corporation dedicated to creating and preserving strong neighborhoods and homes within the financial reach of low -and moderate-income working families.  Originally based in West Palm Beach’s North End, the organization expanded its geographic service area county-wide.  We have helped over 65 low-income households to become homeowners, provided housing counseling assistance to over 1,000 individuals and have built 33 affordable homes resulting in an $8 million investment in Northwood&#8217;s poorest neighborhoods.  We have also provided small business assistance to over 150 low and moderate income entrepreneurs in the Northwood Village resulting in over 115 jobs.   In addition, in partnership with the Westgate-Belvedere Community Redevelopment Agency we are in the process of developing 13 new affordable homes in the Westgate neighborhood. 			<content:encoded><![CDATA[<p><strong>Westgate’s New Affordable Homes:</strong></p>
<p>The initial planning for this project began in 2007 when the Westgate/Belvedere CRA and Neighborhood Renaissance partnered to apply for Disaster Recovery Initiative funds through Palm Beach County’s allocation from the State of Florida. We applied for funding to build new homes to replace those destroyed or severely damaged by Hurricane Wilma. Our agencies were jointly awarded a $2,058,641 construction grant to make these homes affordable for low-income working families. Florida Community Loan Fund is providing an $850,000 revolving loan for the land acquisition.</p>
<p><img class="alignleft size-full wp-image-270" title="Hernandez" src="http://www.neighborhoodrenaissance.org/wp-content/uploads/2009/12/Hernandez.jpg" alt="Hernandez" width="320" height="237" />The development will include a combination of 4BR/2.5BA and 3BR/2BA single-family homes, plus 2 duplexes with each having a 3BR/2BA and a 2BR/2BA side. All home models include the following:</p>

• Spacious master suite<br />
• Fully landscaped yard<br />
• Energy Star appliances<br />
• Quality wood cabinetry<br />
• 1 Year Home Warranty</p>

			<content:encoded><![CDATA[<p>In partnership with the Westgate/Belvedere Homes Community Redevelopment Agency (CRA), Palm Beach County, and the Florida Community Loan Fund, Neighborhood Renaissance is building 13 affordable and energy efficient 3-4 bedroom homes for income-qualified first-time homebuyers. Located just to the south of the City of West Palm Beach in unincorporated Palm Beach County and west of 1-95, the Westgate/Belvedere Homes community is bordered by Okeechobee Blvd. to the north, Belvedere Road to the south, Military Trail to the west, and Florida Mango Rd. to the east. Westgate was established in 1921 as the western gateway to the City of West Palm Beach.</p>
<p>A diverse community growing in population, Westgate is served by the “A” rated West Gate Elementary School and residents enjoy nearby amenities such as the Westgate Community and Recreation Center. The Westgate neighborhood is also conveniently located near major highways, many major employers including the Palm Beach International Airport, Downtown West Palm Beach, the Okeechobee Shopping Corridor, and the West Palm Beach Zoo. </p>
